I have heard of Takashi Nemoto and have some models of his. Japanese, 1950s is about all I know

Tenshodo is a hobby store in Japan and contracted with several model makers to make high quality models as they were ordered. I doubt this model is Nemoto because of the base.

So the manufacturer of the model is determined by the stand that is attached to it?

The bases on desk models are one of the tools to determine the manufacturer. As a general rule, most manufacturers stuck to the same style base. Some examples would be Douglas, Nemoto, Raise-up and Verkuyl.
