This is the Yanoman No. 53/1689 aircraft carrier toy. Notice how closely the helicopter resembles the one featured on the Kanto Army Duck and Anti-Aircraft Armored Car toys...

Yanoman made few toy aircraft; Bandai made many, but I think the 'copter is large for that carrier.
The size difference reminds me of modern toy airports with diecast 747s and out-of-scale (too large) ground service equipment.
